The “only clear bag” rule at Mount Vernon seems to be more of a guideline than a hard and fast rule. I advised my tour that no backpacks or purses unless “clear” and when we were inside saw many backpacks and such. I asked a docent at the mansion and she basically said it was the rule but was not enforced.
